Bastille Day: the Summit of the Coalition of the Willing in Paris

Bastille Day has always been more than a national celebration, and this 2026 parade has displayed it perfectly. First, on 13 July 2026, the 35 members of the Coalition of the Willing gathered in Paris for their 16th summit since its creation in early 2025. Co-hosted by the French, British and German leaders, this meeting was the opportunity for all members to reenact their support to Ukraine and maintain their assistance to the war efforts. Then, the Bastille Day military parade underscored this support, with an unprecedented display of French military capabilities and the presence of allied contingents, all signaling solidarity with Ukraine along with unity in Europe.
On the other side, the Kremlin’s spokesman described this alliance as a coalition of deluded warmongers, denouncing the support brought to Ukraine by, mostly, European countries. Though the coalition intends to reinforce assistance to Ukraine’s war efforts, it focuses primarily on providing a secure and long-lasting peace in Ukraine after the end of the conflict. In the meantime, it also aims at strengthening Europe’s security environment facing the Russian growing threat, notably by adopting the 21st sanctions package against Moscow.
France at the heart of the European strategic awakening:
Holding the summit in Paris before the Bastille Day parade appeared as a symbolic choice to highlight France as a key actor in Europe's defense scheme, turning this national celebration into a European defense showcase, though European contingents remained small. The continued support demonstrated by President Macron to President Zelensky, coupled with the co-hosting of the summit further underlined the French ambitions to be the convenor of European power. Paris’s stance is underpinned by its robust military‑industrial and technological base, which has already supplied Ukraine with critical systems and is set to continue doing so, as both sides confirmed in the joint declaration following the summit.
In addition, Paris seems to seal European allies with their British counterparts. Following the January 2026 summit, Paris and London signed a strong declaration of intention on the deployment of a multinational taskforce following a cease-fire in Ukraine, which appeared to bring along the same path for both parties. Complementarily, the nuclear capabilities that France and the UK contribute to Europe’s defense framework have underpinned their deepening involvement in European security. As part of this greater position in Europe, London and Paris signed the Northwood declaration in July 2025, marking an important step in the Franco-British nuclear cooperation and deterrence.
A message sent to the Kremlin:
Both the Summit and the military parade that followed delivered an important message to the Kremlin. At the summit, the coalition demonstrated its support for Ukraine, not by treating Kyiv as a mere item on the agenda, but by positioning it as a central actor in the design of its own security architecture. In this sense, not only the coalition supports Ukraine, but it already is planning a multinational security presence once a ceasefire will be signed.
On the other hand, the massive parade on Bastille Day was part of a greater show of force of the French military, demonstrating to European partners that France is ready to take its responsibilities within the European security scheme. In addition, this parade was the opportunity to illustrate Europe’s strategic awakening, reflected by the presence of around 500 troops of the coalition, reinforcing the image of a united Europe.
Nonetheless, the parade was also marked by a sounding absence of the United States. Even though American emissaries were present during the coalition summit, the parade did not feature US troops or aircraft, which could be interpreted as a deliberate choice to demonstrate the European strategic autonomy, in a context marked by a shifting American focus towards the Indo-Pacific and a relative scission between Washington and its European allies.
Conclusion:
Ultimately, the Summit of the Coalition of the Willing and the Bastille Day military parade were designed to speak to two primary audiences. To the Kremlin, they highlighted Europe’s resolution to fully support Kyiv until peace is achieved and even beyond, by planning a multinational presence in Ukraine. To Washington, that Europeans — led by France and the UK — are ready to take greater responsibility for their security on their continent, even as the US strategic focus is shifting towards the Indo-Pacific. Nonetheless, the credibility of these messages will lie in the ability of European countries to maintain their commitments over time, sustain the necessary military and industrial effort, and remain united politically.
